Dowry is one of the legal conditions of marriage in Islam. Dowry is the wife's right that must be given by the husband. Dowry is property for the wife. Dowry in the form of valuables certainly has a selling value, so sometimes dowry is sold by the wife if the household needs emergency funds.
Allah s.w.t. forbids husbands to withdraw the dowry they have given to their wives. In fact, such an act is one of tyranny. The act of taking back the dowry that has been given is included in the act of sin.
When the husband withdraws or sells dowry without the wife's knowledge although the purpose is to support the family because it is in a tight situation, it is still prohibited. Because providinh wife and family maintenance is the husband's obligation.
If the husband borrows and the wife allows, the husband is still obliged to return the dowry in full. If not, then it will be a debt.
However, the husband can use the dowry that has been given if the wife is willing and allows.
